地域における支援モデルを考える
2022年8月9日～10日に、日本財団主催、市町村アカデミー共催による、「ウクライナ避難民支援に係る実務者向けの研修兼ワークショップ」を実施いたしました。
本研修の対象者は、ウクライナ避難民支援を行う自治体（都道府県・市町村）職員、国際交流協会、日本財団や自治体の推薦を受けた活動NPOとし、具体的な支援方法を検討することを目的としています。
研修の開催により、参加者が互いの支援活動から避難民が直面する課題について話し合い、これまでの活動や知見をもとに「地域における支援モデル」ついて考えることができました。
壁を乗り越えるために周りにいる人にできること
日本財団が実施したアンケート調査にもあるように、回答者の約６５％の方々が、日本での中長期的滞在を考え始めています。しかし、日本で暮らしていくためには、言語、文化、就労など多くの壁が存在します。そのような壁を乗り越えていくために、周りの人や地域からのサポートが必要になります。
本研修のグループワークショップでは、避難民のペルソナを設定し、避難民が抱える問題をどのように解決できるか議論しました。たとえば、従来の就職活動ではなく、避難民のそれぞれの強みや可能性が広がる企業とのマッチングや、
人と人の繋がりを強化するメンタルサポートなど、避難民が抱える問題の解決に繋がる支援のあり方について様々なアイディアが飛び交いました。
あるグループでは、避難民の像を「小学生になる子どもがいる女性」と設定し、「通訳以外の言語支援の形」について、意見を出し合います。
具体的なアイディアには、避難民の周りにいる学校関係者や生徒が「やさしい日本語」を学ぶことというものがありました。周りにいる人たちが「やさしい日本語」を使うことで、子ども同士がコミュニケーションを取りやすくなります。
また、配布物や掲示物なども「やさしい日本語」で対応することで、お母さんも学校からの情報を平等に得ることが出来るようになります。
また、言語だけでなく、子どもが日本の学校へ入学した経験のあるお母さんとの交流を設けることで、学校では相談しにくいことを気軽に相談できる環境を作ることができます。そうすることで、お母さんが一人で不安や悩みを抱えこむことが少なるのではないか、と話していました。
「多文化共生の実現は前から言われていたが、今回ウクライナの避難民の受入を機会とし、実現することが可能なのではないか」と、発表者は言います。
一人一人ができること
長期的に日本で暮らしていく上で、就労、言語、文化などの要素は避難民の方々にとって大きな壁となります。
その壁を越えていくには、周りにいる一人ひとり、そして社会からのサポートが必須となります。

Considering Models of Support in the Region
On August 9-10, 2022, the “Training and Workshop for Practitioners on Support for Ukrainian Displaced People” was held under the auspices of The Nippon Foundation and co-sponsored by the Academy of Municipalities.
The training was intended for local government (prefectural and municipal) officials who provide assistance to displaced people from Ukraine, international associations, and active NPOs recommended by The Nippon Foundation and local governments, with the aim of discussing specific methods of assistance.
The training program enabled the participants to discuss issues faced by the displaced people based on each other’s support activities, and to think about “regional support models” based on their past activities and knowledge.
What people around them can do to support
As shown in the survey conducted by The Nippon Foundation, approximately 65% of respondents have begun to think about staying in Japan for the medium to long term. However, there are many barriers to living in Japan, including language, culture, and employment.
In order to overcome such barriers, they will need support from the people and communities around them.
In the group workshop of this training course, we set up personas of displaced people and discussed how we can solve the problems they face.For example, instead of conventional job hunting, we could match displaced people with companies that expand their respective strengths and possibilities.
Various ideas were exchanged on how to provide supports that would lead to solutions to the problems faced by the evacuees.
One group set the image of the evacuees as “women with children of elementary school age,” and discussed ideas for forms of language support other than interpreting.One specific idea was for school personnel and students who are around the evacuees to learn “easy Japanese”. If the people around them use “easy Japanese,” it will make it easier for children to communicate with each other.
Moreover, by using “easy Japanese” for handouts and notices, mothers will be able to get equal access to information from the school.
In addition to language, by establishing an exchange with mothers who have experience with Japanese schools for their children, an environment can be created where mothers can feel safe to ask for advice on matters that are difficult to discuss at school.
The presenter said, “It has been a long time since it was said that multiculturalism can be achieved, but I believe that the acceptance of Ukrainian refugees has made this possible.” She stated.
What each person can do
Factors such as employment, language, and culture are major barriers for immigrants when living in Japan for a long period of time.
In order to overcome these barriers, support from each person around them and from society is essential.
The Nippon Foundation has established a fund to support displaced people from Ukraine in order to realize “a society where everyone supports one another”. We are looking forward to your warm donation.
